The article considers the regulatory and legal issues of sports training of persons with ODE damage. It was revealed when training elite Russian athletes with musculoskeletal disorder, a number of regulatory and legal difficulties of an internal and external nature arise. The main internal problems (national) include the lack of clear compliance and consistency of the provisions of legal documents; an underdeveloped competition system. The main external (international) problems include segregation based on nationality, non-admission to qualifying and main competitions; inadequate anti-doping requirements; frequent global changes in competition rules and classification rules; late announcement of sports at the main starts.
