The article presents material on creating conditions for physical culture and sports, especially for target groups of the population, which should be more actively involved, stimulated and motivated. Target population groups in the study: 1) young men and women (couples or single) without children. 2) wives.-housewives with a child up to 3 years old, 3) wives.-housewives with a child 3-7 years old, 7-10 years old, 4) husband. working, up to 40 years old, 5) women working (children over 10 years old), 6) husband and wife working over 40 years old (adult children), 7) men and women working/non-working pensioners. The study was conducted within the framework of the research project "Development of scientifically based proposals for strategic planning of mass sports development at the regional level and development of approaches to assessing the effectiveness of measures implemented for these purposes" (2022) for the Ministry of Sports of the Russian Federation. The practical significance of the entire study lies in the assessment of mass sports in the region, and in the development of methodological recommendations for attracting the population to regular classes
