After the collapse of the Soviet Union, the function of upbringing fell out of the legislative field of the Russian Federation and all relevant documents. In particular, the function of upbringing was actually canceled from the training process of athletes. And just a few years ago, there was a request from society for an function of upbringing in the training process of athletes. In this regard, Federal Law No. 127-FZ "On Amendments to the Federal Law "On Physical Culture and Sports in the Russian Federation" and the Federal Law "On Education in the Russian Federation" were adopted in 2021, as well as a number of other documents aimed at physical education and physical development of the individual, the acquisition of knowledge, skills and abilities in the field of physical culture and sports, physical improvement, formation of a culture of a healthy and safe lifestyle, health promotion. At the moment, the legislative field of the Russian Federation regulates children's and youth sports in such a way that we can talk about the beginning of the formation of the ecological environment of children's and youth sports, which takes care of the moral behavior of the coach, athletes, includes taking care of the healthy lifestyle of athletes. This becomes especially significant due to the appearance in the near future of new technologically advanced professions in sports and the almost complete absence of the value-semantic influence of the coach and the sports environment in them, which will certainly contribute to a decrease in the level of training of athletes and their further sporting achievements.
