On the basis of archival, documentary materials and periodicals the authors consider the problems of formation of Karelian soccer in 1919-1929. The article analyzes the issues of building sports grounds, creation of soccer teams in Petrozavodsk and in the districts of the republic, conducting draws, friendly meetings, soccer championships. The special attention was given to problems of development of this kind of sports in Karelia. Lack of regular training, sports discipline led to a low level of soccer teams. The activities of the Karelian Council of Physical Culture did not contribute to the proper organization of sports competitions and the high level of refereeing at soccer matches
