The main goal of the State Research Program for 2021-2030 is: «obtaining new knowledge about the basic laws of the structure, functioning and development of man, society, nature for sustainable scientific, technological, socio-economic and cultural development of the country ...». Human development is an increase in his potential (biological, mental and activity) capabilities, through health promotion, the development of psycho-cognitive functions and overall performance. Continuous improvement of potential opportunities is the goal of every person, as well as education, healthcare and mass media systems. The status (or level) of an individual's health is determined by doctors, while the cultural and educational status is reflected in certificates and diplomas of educational institutions. The assessment of the level of working capacity of an individual is closely related to health and characterized in a similar way. The totality of assessments of health, psycho-cognitive and «activity» capabilities forms a new complex integrated property - the psychophysical potential (PFP) of the individual.
