Introduction. Inclusive education needs to be developed and adjusted because the factors that influence the organization of the learning process in the implementation of educational programs of higher education are constantly changing. Every year there are more people with limited health opportunities in organizations that carry out educational activities. Educational organizations founded by the Ministry of Sports of the Russian Federation are no exception. New or additional requirements of legislative acts, information monitoring from inspection bodies, determine the trend of inclusive education in the implementation of educational programs in the field of physical culture and sports, too. An analysis of literary sources indicates the presence of various problems in organizing conditions for students from among person with limited health opportunities. First, this is the creation of adapted educational programs and their implementation. There are many difficulties to the fact that the teaching staff has little information about the inclusive environment that has already been created in the educational organization. They do not have the experience to create adapted materials and (or) interact with students from different nosological groups who have health problems. The purpose of the study - to determine whether a group of educational organizations has adapted educational programs in the field of physical culture and sports, and to identify their features. The methodology and organization of the study. The first stage of the research was to identify the number of applicants and students to educational organizations over the past three years. The second stage of the research was carried out by analyzing the websites of fourteen educational organizations that implement educational programs of a sports orientation. Research results and discussion. The research showed that most educational organizations have difficulties in creating and in-depth development of the content of adapted educational programs. Conclusions. It is necessary to create certain conditions, including from the leadership of educational organizations, to solve the current difficulties of training people with limited health opportunities.
