The article presents a theoretical and methodological analysis of scientific sources on the management of physical culture and sports in the Russian Federation as a system of specific forms of conscious activity aimed at ensuring the effective functioning and systematic development of the branch of physical culture and sports in order to fully meet the needs of people in physical improvement. The problems of the physical culture and sports management system in the Russian Federation are identified and ways to solve them are proposed. The management of physical culture and sports in Russia is characterized by such basic features as complexity and integrity, which, in turn, are due to the system of organization of state, municipal and public management of physical culture and sports activities in the country formed during the years of reforms. The need to use a systematic approach creates additional difficulties: since the sphere under consideration affects many aspects of public life, the creation of a management system implies the analysis of various views, followed by synthesis and development of an adequate model. At the same time, it is quite natural that the proposed options for building the system largely depend on the sphere of scientific interests of scientists involved in solving this problem.
