Objective of the study was to identify trends in the implementation of professional development programs for physical education and sports specialists and to determine the effectiveness of regulating organizational and methodological conditions in the federal project. Analysis ofthe implementation of professional development programs at the expense ofthe federal budget in Russian universities of physical culture in 2020-2022 according to educational programs and the contingent of students and a survey of employers. The tendency of the shift of education to sports programs has been revealed with the expansion of the autonomy of universities in the implementation of programs. Also, such programs are more in demand by employers. Significant differentiation of participation in training in the federal project of different regions has been revealed. The need for regulatory influences to create organizational and methodological conditions for training specialists with equal access to all regions, a balance of programs for competencies to achieve strategic objectives and for the strengths of pedagogical schools of universities is determined
