A decrease in physical activity of students was revealed. The topicality of physical education efficiency increase at a university is indicated. The introduction of the GTO complex should serve as an additional motivating factor for students to regularly engage in physical education and sport. An analysis of documents regulating the activities of universities in recording the GTO insignia is presented. A significant incentive for high school students to take part in passing the GTO standards is to receive additional points when entering a university. Statistics on the use of the GTO insignia as an individual achievement during admission to a university and the results of a survey of students are presented. During the period of study at a university, the GTO complex does not arouse due interest among students due to the insufficient level of their physical fitness and the lack of significant incentives for passing the standards. The experience and result of the participation of a joint team of students and a teacher in the university stage of the GTO festival is presented as one of the methods of motivation. Creating conditions in universities for physical education and sport on a non-commercial basis for students and employees and strengthening the system of incentive measures for students and employees for participating in competitions and fulfilling the standards of the GTO complex can become a motivating factor in improving their physical condition
