The article deals with the constructive-analytical expansion of physical culture and sports at the university based on the analysis of global trends in strategic conditions for optimizing the quality of higher education. When conducting the scientific study, a set of methods of the theoretical nature was used: the method of system analysis; methods of design, modeling, design; study and generalization of international and Russian innovative pedagogical experience. With the help of them, the conditions for constructive and analytical support for the development of physical culture and sports at the university were studied based on modern strategic directions for the development of higher education. Considering the constructive-analytical expansion of physical culture and sports at the university, the powerful potential for transformations that the system of higher education has has been revealed; quantitative and qualitative parameters are determined, which ensure the optimality and organic nature of dynamism, interdependence, correction and expansion of the totality of possible solutions. The sustainability of the results of the program for the development of physical culture and sports at the university depends on its constructive inclusion in the integral structure of the system of quality assurance of higher education, monitoring of personnel policy, relies on the fundamental trends in improving the quality of teaching at universities, as well as the main approaches to improving pedagogical skills and leadership. The study complements the theoretical review, which reveals the specific obstacles that teachers perceive in various barrier zones and analyzes the reasons for the refusal to integrate digital technologies. This makes it possible to eliminate the most common barriers on the basis of operational strategic planning, which can be ensured by the implementation of strategic plans for their professional development and self-development. The results of the study determine the conditions for constructive and analytical support for the development of physical culture and sports at the university
